VOTERS' GUIDE AND DIRECTORY 2005 This booklet is prepared by the League of Women Voters of Pueblo to promote political responsibility through informed and active participation of citizens in government. Through its Voter Services/Citizen Information activities, the League provides nonpartisan information on candidates and issues. VOTING QUALIFICATIONS FOR COLORADO
Student
Registry: Qualified voters shall not be denied the right to vote
in any election solely because they are students at institutions of
higher learning. Such students shall, at any time that registration
is provided by law, file with the county clerk a written affidavit under
oath that their present address is their sole legal residence and that
they claim no other place as legal residence. You may register any time up to the 29th day before a primary or general election during regular business hours at any of the following locations: Pueblo
County Court House, 10th and Main, Election Dept., Pueblo
City Hall, 1 City Hall Place, City Clerk’s Office, Boone Town Hall, 100 Baker, Boone, CO, 947-3311 Colorado City and Rye, contact Barbara Simonton, Rye Town Clerk, 489-2011 When applying for a driver's license, you may also register to vote at the Colorado Driver’s License Department, 310 E. Abriendo Ave., 543-5164. If a change in name or residence within the county is made, you must have that change made on the registration book during a time in which registration is permitted. A change of residence within the same precinct may be made on the day of election. If you are an eligible voter, you may register all other eligible voters in your immediate family living at the same address, but you may not declare party affiliation for them. To vote in the primary election you must be registered as a party member. If unaffiliated, you may declare your party affiliation at the primary and cast your vote. In order to vote in your caucus, you must be registered with your party for two months. The caucus is held the 2nd Tuesday in April. A registered elector who becomes 18 within 60 days immediately preceding the meeting may participate. Electors who fail to vote in two consecutive general elections shall have their names purged from the registration book by the county clerk. If your name is purged, you must re register. Mail Registration: National Voter Registration Act. Any eligible elector may register by mail registration by obtaining a voter registration form, developed by the Secretary of State, from the County Clerk’s Office, or any Voter Registration Agency. Federal
Post Card Application. All eligible electors of this state serving
in the U.S. service, their spouses & dependents may register by
Federal Post Card. EARLY
VOTING/ABSENTEE VOTING Any eligible
voter may vote by absentee ballot or early ballot at any election by
applying for an absentee ballot either in writing, or by fax, using
the application form furnished by the Designated Election Official as
prescribed by the Secretary of State, or in the form of a letter, which
includes the applicant’s signature, address and date of birth.
If the application is made for a Primary Election ballot, the application
shall name the Political Party with which the applicant is affiliated
or wishes to affiliate and the address to which the voter wishes the
ballot sent. 1. Name The absentee voter’s ballot must be in the hands of the County Clerk not later than 7 PM of the day of the election. If you
are confined to a hospital on election day or absent because of conditions
arising after closing of application time, you may request the County
Clerk to send an emergency absentee ballot. The ballot must be requested
by 5 PM on the day before election day and returned not later than 7

OF WATER WORKS:The
five members are elected to six-year staggered terms. Meetings are held
on the 3rd Tuesday of each month at 2:00 PM at the Board of Water Works,
319 W. 4th Street, Pueblo, CO 81003 PUEBLO AREA COUNCIL OF GOVERNMENTS: PACOG is a voluntary organization of local governmental bodies that permits agencies to cooperate or contract with one another to provide functions, service or facilities. Funds come from the community and state and federal governments. PACOG serves as an area-wide clearing-house for reviews that are assessments of local requests for federal funds. It has no taxing powers. The sixteen voting members are citizens already elected by the community: the County commissioners and City Council members, one member from each of the School Boards of Districts 60 and 70, one member from each of the Pueblo West and Colorado City Metro boards, one member from the Board of Water Works, and one member from the Salt Creek Sanitation District. The City Manager and County Attorney act jointly as Co-Executive Directors of PACOG. The Pueblo County Director of Planning & Development acts as Manager of PACOG. Meetings
are held on the fourth Thursday of each month at 12:15 PM at 1001 N.

CITY/COUNTY LIBRARY DISTRICT: The
library system is governed by a five-member Board of Trustees who are
appointed jointly by the Board of County Commissioners and the City
Council. It is supported by a property tax not exceeding 5.25 mills
on real and personal property. PUEBLO
WEST METROPOLITAN DISTRICT: The
Board of Directors meets on the 2nd and 4th Tuesday of each month at
6:30 PM at 109 East Industrial Blvd., Pueblo West, CO 81007, 547-2000.
Voting requirements in District elections are (1) a Pueblo West property
owner or resident, and (2) registered to vote in the State of Colorado. COLORADO
CITY METROPOLITAN DISTRICT: Board
meets on second and last Tuesday of each month at 7:00 PM at 4705 Santa
Fe Dr. Colorado City Metro District Administration Office is located
at 4497 Bent Brothers Blvd. Voters must own property or live in Colorado
City and be registered to vote in the State of Colorado. Phone 676-3396. TOWN
OF BOONE: Town
elections are held on the 1st Tuesday of April in even numbered years.
All registered voters who have resided within the township limits for
32 days may vote. Council meets the 2nd Tuesday of every month at 7:00
PM at the Boone Community Cetner/Fire Station, 421 First Street Hours

OF RYE: Elections
are held on the 1st Tuesday of April in even numbered years. All registered
voters who have resided within the township limits for 32 days may vote.
Council meets the 1st Monday of each month at 7:30 PM in the meeting
room at the Fire Protection District, Boulder and Main Streets. School Board elections are held in November of odd-numbered years. Newly elected members take office immediately after the election. SCHOOL
DISTRICT 60: Board
meets 2nd and 4th Tuesdays of each month (except March, July, Dec.)
at 315 West llth, Pueblo, CO 81003. Meeting begins at 7:30 PM with public
